Historically, the suburb saw rapid growth in the 1960s, driven by nearby industrial development, and was officially named after Caroline Newcomb, an early pioneer. The suburb is characterized by its excellent provision of local amenities and strong community infrastructure. Newcomb is a major retail hub for the area, featuring several neighbourhood shopping centres, including the large Newcomb Central and Bellarine Village Shopping Centre on the Bellarine Highway, which supply residents with everything from groceries and fashion to specialised services. Education is well-catered for with several schools within the suburb, notably Newcomb Primary School and Newcomb Secondary College, ensuring local educational needs are met.

For recreation and leisure, Newcomb is exceptionally well-equipped. It is home to the highly popular Splashdown Leisure Centre, which features a gym, multiple pools, and a waterslide, providing year-round fun for families.
